In shallow saucepan huge sufficient to accommodate all substances in a single layer, place rooster, orange zest, peppercorns, carrot, onion, thyme and tarragon sprigs, and bay leaf. Pour in chilly water to cowl rooster by about 1 in (2.5 cm). Place pan on range and warmth on excessive.
