The regulatory landscape in which air cargo functions is changing rapidly.
Submitting detailed pre-loading shipment information is the new reality for the air cargo industry, and if it feels like a daunting task, you’re not alone.
Transport Canada’s Pre-Load Air Cargo Targeting (PACT) program marks the latest installment in a wave of countries adopting new regulatory compliance initiatives, including EU ICS-2, UAE’s NAIC, and the USA’s ACAS programs. The UK will likely follow suit with its PREDICT filing requirements soon, as governing bodies require more granular information about goods entering, exiting, and transiting through the countries.

The PACT initiative is designed to identify and mitigate high-risk air cargo shipments before they are transported to Canada. Risk assessments will be carried out through pre-loading advanced cargo (PLACI) screenings, meaning air carriers, and forwarders will be required to submit detailed shipment data before loading.
PACT regulations will apply to all air cargo entering Canada’s aerodrome as both destination and transit including cargo on passenger, charter, courier/express, and cargo-only flights, as well as Freight Remaining on Board (FROB).
