Global Ports, Russia’s leading operator of marine container terminals and a part of the Delo Group has signed a cooperation agreement with the Government of the Leningrad Region at the St. Petersburg International Economic Forum 2024.
The agreement aims to enhance the transport infrastructure in the port of Ust-Luga. The document was signed by Alexander Drozdenko, governor of the Leningrad Region, and Albert Likholet, CEO of Global Ports.
Under this agreement, Global Ports plans to implement a phased development of its Ust-Luga Container Terminal (ULCT), which is part of Global Ports, to significantly increase its handling capacity for container, general, and bulk cargo. The project includes constructing the second and third stages of the terminal.
If market conditions are favourable, the terminal’s capacity could potentially increase to 25 million tons of cargo annually by 2032, up from the current capacity of 5 million tons. This expansion aims to meet the growing demand from industrial enterprises in the region.
In return, the Government of the Leningrad Region will provide comprehensive support, including exploring opportunities to enhance the regional legislative framework to improve mechanisms for attracting business investments.
Furthermore, ULCT, located in the deep-water port of Ust-Luga in the Kingisepp district of the Leningrad Region, offers several strategic advantages. Unlike the terminals in St. Petersburg, which are limited by the depth of the sea channel, ULCT can accommodate large vessels with drafts of more than 12 meters.
The terminal is supported by one of the largest and most modern port railway stations, ‘Luzhskaya’ of the Oktyabrskaya railway, providing direct access to the railway network and bypassing the busy Saint Petersburg hub. This setup optimizes the logistics chain, reducing delivery times for export and import cargo to final recipients.
As one of the most modern marine cargo terminals in the country, ULCT is equipped to handle all classes of hazardous cargo. Its infrastructure and expansive area allow for a swift increase in storage capacity and railway frontage.
